The current edition of the Charter of automobile and urban land electric transport formally allows the disembarkation of young passengers who are traveling "like a hare".
“Today we adopted in the final, third, reading a law that prohibits forcibly disembarking children without a ticket from public transport,” State Duma Chairman Vyacheslav Volodin told reporters. “We believe that leaving a child alone on the road because of unpaid travel is unacceptable. a threat to his life and health."
Earlier, the public resonance was caused by cases when children who did not have money to pay for travel were kicked out of the bus in the cold, and they were forced to walk for several kilometers.
If an adult accompanying person is traveling with the child, then if they refuse to pay for the fare, they will have to get off together at the nearest stop.
In addition, the controllers will have the right to demand documents proving their identity from young passengers if there are doubts in determining their age.
As the Deputy Chairman of the State Duma Committee on Transport and Construction Vladimir Afonsky previously clarified, in some regions documents have already been approved that prohibit the landing of such "hares". However, in the country as a whole, similar situations still arise.
Thanks to the adoption of the bill, other changes will be made to the transport charter. Namely, the regional authorities will have the right to approve the procedure for controlling the payment of travel, carriage of baggage and hand luggage - taking into account local specifics.
