VOLGOGRAD, March 4. / TASS /. A Volgograd teenager who was planning an attack on a school and accused of illegal manufacture of explosives and explosive devices, as well as preparing to kill two or more people in a generally dangerous way, is now in solitary confinement cell of SIZO-1 of the Federal Penitentiary Service of Russia for the Volgograd Region for medical reasons. This was reported to TASS on Thursday by the press service of the Federal Penitentiary Service of Russia for the region.

Earlier, the v1.ru edition reported that upon the teenager's return from Moscow after the examination, according to his parents, he was placed "in a cell of a punishment cell of the SIZO-1 type."

“For medical reasons, the accused is in a pre-trial detention center in solitary confinement, which is not a disciplinary punishment. It is kept clean, equipped with furniture, a TV and a refrigerator, and has ventilation. The teenager is provided with bedding and tableware, and the cell is regularly sanitized. During his detention in a pre-trial detention center, he did not fit into a punishment cell, "the press service of the Federal Penitentiary Service said, adding that information about the state of health of the accused is a medical secret.

Nina Boldyreva, Ombudsman for the Rights of the Child in the Volgograd Region, told TASS that appeals from the parents of a teenager, worried about the condition of their son, come to her with periodic regularity, including in connection with the arrival of the boy in Volgograd from Moscow, where his independent medical forensic examination took place. psychiatric commission. According to her, it is possible that the parents' complaints are related to the fact that, in accordance with the rules, immediately upon arrival in the city, a teenager could be placed in a quarantine cell for several days.

"The boy's parents are restless in the good sense of the word, they worry about the child, support him, despite the fact that they are divorced. We found out that we are not talking about any punishment cells, special solitary confinement cells. Most likely, the quarantine cell could be under-equipped at the time the child was admitted. We will check the complaint in the coming days together with the public oversight commission at the Public Chamber of the Volgograd region, "said the children's ombudsman.

About the criminal case

On June 15, 2020, the FSB reported that a teenager in Volgograd was preparing an attack on a school. An improvised explosive device, Molotov cocktails, components for explosives, submunitions, and edged weapons were seized from him. The investigation believes that the victims should have been a school employee and one of the students with whom the teenager had a conflict.

According to the Investigative Committee, 18 Molotov cocktails were found in a 14-year-old schoolboy. He himself explained that he wanted to use them for entertainment. However, the witnesses pointed out to the investigators the areas of the area where the teenager tested his inventions. During the inspection, it was possible to find an unexploded improvised explosive device, as well as damaging elements of the activated devices.

Earlier it was reported that the teenager's family did not come to the attention of social and law enforcement agencies; before the arrest, the teenager was homeschooled for more than a year due to illness. Psychologists believe that there may have been traumatic life circumstances in the teenager's life when he planned to attack the school.
