Interregional centers for specialized care for children are a guarantee of the availability and quality of medical care for minors. This opinion was expressed by Tatyana Kusayko, Deputy Chairman of the Federation Council Committee on Social Policy, in a conversation with Parlamentskaya Gazeta.

“Interregional centers for specialized care for children - in pediatrics, cardiology, oncology and hematology, surgery of congenital malformations, treatment of orphan diseases, in my opinion, are extremely necessary. This is a guarantee of the availability and quality of medical care for children in Russia,”the senator noted.

Earlier, Dmitry Morozov, Chairman of the State Duma Committee on Health Protection, took the initiative to create such centers. As the parliamentarian explained, patients should be concentrated in those centers where there are specialists “who can perform the operation at the highest level, where there is the necessary equipment, conditions and infrastructure for this”.

The main argument "to regionalization of children's centers is a conflict of state guarantees of the availability of high-quality medical care and the limited health resources in many regions," said Tatiana Kusayko.

“In the context of the progress of medical and diagnostic technologies, characterized by an inevitable increase in their resource intensity, increased requirements for the quality of treatment, and joint work of multidisciplinary highly professional teams, not all medical organizations have the appropriate material and technical bases and human resources,” she said.

In addition, in some areas, primarily the Far North, Siberia and the Far East, the situation is aggravated by difficult geographic and climatic conditions, low and uneven population density of patients, undeveloped infrastructure of medical organizations and transport networks, and the length of medical and evacuation routes.

“One of the important components of the organization of such centers is the routing of young patients so that a child from anywhere in the country can arrive in time to receive medical care,” the parliamentarian emphasized.
