The initiative was developed by a group of State Duma deputies. The document proposes to give the right to "use surrogacy technologies" only to citizens of the Russian Federation who are in a registered marriage, not older than 55 years old and not younger than 25 years old. Moreover, they will be able to apply for such help no earlier than a year after the registration of the marriage. Another condition is that it is possible to resort to the services of a surrogate mother only if the spouse cannot give birth to a child for medical reasons, as established by a council of doctors.
Tolstoy, quoted by RIA Novosti, said that the bill would be introduced regardless of the opposition of the "mafia" in the field of surrogate technologies and criticism from the medical community. According to him, this is "a threat to the country's security."
The project, as the parliamentarian specified, will be prepared by the Duma Committee for Security and Anti-Corruption.
The explanatory note says that due to the existing gaps in the legislation, "a market for the export of Russian children born to surrogate mothers has actually formed." In fact, with the help of this method, the ban on the adoption by foreigners of children born in Russia is overcome. This state of affairs, according to the authors, causes serious damage to the international reputation of our country and contradicts the constitutional principle that children are the most important priority of Russian state policy.
