
Senators propose to create a working group to prepare a draft law on the separation of torture as an independent crime, said Lyudmila Narusova, a member of the Federation Council Committee on Constitutional Legislation and State Construction. This was reported on March 2 by TASS.
“Rosgvardia and the Federal Penitentiary Service supported the need for a special law, because at present there is no torture as an independent crime in the Criminal Code, although the term itself exists. There was a decision to create a working group to develop such a law in addition to the Criminal Code,”Narusova said at a committee meeting.
The parliamentarian drew attention to the fact that five senators have already expressed a desire to work in the group.
The head of the committee, Andrei Klishas, supported the initiative to create a working group and invited Narusova to head it. "I support. We will call this law the Narusova law. You will be in charge of the working group. I will work with you, but Narusova will be responsible for torture in the country,”Klishas said.
Earlier, the ombudsman for human rights in Russia, Tatyana Moskalkova, told the agency that it was necessary to legislate the concept of torture and tighten responsibility for such crimes.
