On January 21, such a bill was submitted to the State Duma by Vice Speaker of the Federation Council Galina Karelova, Chairman of the Committee of the Chamber of Regions on Social Policy Inna Svyatenko and Deputy Head of the Committee Mokhmad Akhmadov, Parlamentskaya Gazeta reports. Also, legislators have developed an initiative that will allow people caring for disabled people of group I to take additional unpaid leave, if such an opportunity is spelled out in the collective agreement with the employer.

Now, according to the Labor Code, a parent who is raising a child under the age of five alone can be brought to work at night only with his written consent. The same consent is required to keep mothers of children under three years of age at work.

In addition, the amendments introduce a new provision in the Labor Code on the right of certain categories of workers to refuse business trips - they can be sent on a business trip only with their written consent. These are mothers of children under three years old, parents of children with disabilities, single parents and guardians of children under 14 years old, large families, disabled people and those who take care of sick family members in accordance with a medical report. Also, this right will apply to employees with children under 14, whose second parent works on a rotational basis. The Ministry of Labor has already supported this concept.

As Ombudsman Tatyana Moskalkova reported, in January-November 2020, the ombudsman's office received 1,392 appeals on the observance of labor rights. Most of them related to layoffs and job search, but the number of complaints about violations of working and rest conditions also increased - their number doubled. In particular, the Russians expressed their disagreement with the refusals to grant leave and involvement in overtime work.
