MOSCOW, August 14. / TASS /. The Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, prepared an appeal to the government with a request to extend the effect of maternity capital to single Russian fathers raising children born to foreign mothers.

Speaking on Friday at the round table "Father's Rights and Responsibility", the Ombudsman noted that single fathers cannot receive maternity capital in the event of the death or deprivation of parental rights of the mother, if she was a citizen of a foreign state.
"In this regard, we have prepared an appeal to the Prime Minister in the office of the Ombudsman with a request at the legislative level to extend the right to receive family capital to these fathers," said Moskalkova.
She cited data from the Pension Fund of the Russian Federation, according to which 138 decisions were made in 2017-2019 to refuse to issue certificates for family capital to such single fathers, which "affects the well-being of children who have not received the opportunity to receive maternal family capital on an equal basis with others."
