At meetings in labor collectives on pension legislation, specialists from the Main Directorate of PFR 9 for the city of Moscow and the Moscow Region receive questions about non-insurance periods for the formation of an insurance pension.

According to the current legislation, since 2015, the old-age insurance pension is formed in pension points: the more there are, the higher the amount of the pension. Points can be generated for both insured and non-insured periods. The periods of work during which insurance contributions to the Pension Fund are paid for a citizen are called insurance. Non-insurance periods - when a citizen does not work and employers do not deduct contributions to compulsory pension insurance for him, but his pension rights to an insurance pension are formed. In particular, these include the period of caring for the child.

According to Art. 12 of the Federal Law of 28.12.2013 400-FZ "On Insurance Pensions", the insurance experience includes the period when one of the parents cares for each child until they reach the age of one and a half years, but not more than six years in total. Points are awarded for up to 4 children.

Also, the period of caring for a disabled child may be included in the insurance period, if the corresponding period is not included in the insurance period for the other parent when establishing an insurance pension for him. During these periods, retirement points are accrued.

So, for one calendar year, the following points are established:

1.8 points - the period of caring for a disabled child, disabled person of group I;

1.8 points - the period of care of one of the parents for the first child up to 1.5 years;

3.6 points - the period of care of one of the parents for the second child up to 1.5 years;

5.4 points - the period of care of one of the parents for the third (fourth) child up to 1.5 years.

Points will be awarded if during this period the citizen was not in an employment relationship.

If a citizen worked while on parental leave, then he will have the right to choose which points to use when calculating a pension: either for work or for a non-insurance period. If several periods included in the insurance period coincide in time, then only one of them is taken into account when assigning a pension.

The head of the Main Department of PFR 9, Lyudmila Tarasova, noted that the territorial body of the PFR takes into account the period that gives the right to an insurance pension and (or) to determine the value of the individual pension coefficient in a higher amount. A citizen who has applied for a pension can indicate in the application the period he has chosen to be taken into account in the insurance period. “Periods of caring for a child are counted in the insurance experience if they were preceded and (or) followed by periods of work and (or) other activities (regardless of their duration) for which insurance premiums were paid for compulsory pension insurance. This allows parents to form their pension rights and become eligible for an insurance pension. When calculating an insurance pension, all annual pension points are summed up, including points for non-insurance periods,”she clarified.

IMPORTANT: Non-insured periods - caring for children under 1.5 years old, caring for disabled citizens, conscription service in the army - in the insurance experience, which gives the right to assign an early pension for a long service (42 years for men and 37 years for women), do not count.

REFERENCE: to assign an old-age insurance pension in 2019, you must have at least 10 years of experience and 16.2 pension points. Each year, the number of points and seniority will increase until it becomes equal to 30 and 15, respectively. The maximum number of retirement points that can be “earned” in 2019 is 9.13.
