Children's Ombudsman Anna Kuznetsova and Minister of Science and Higher Education Valery Falkov agreed to develop a program to study violence in institutions for orphans.
“Today we talked with the Minister of Science to develop a program for the study of violence in orphanages,” said Anna Kuznetsova in an interview published on the NTV website. - This is a preventive technique. How we are acting now: we learned about violence in an orphanage - we went to investigate. But it's' too late. And here it is necessary to reveal everything from the very beginning.
According to her, the methodology for the study of violence in orphanages will be developed together with the relevant specialized universities. On this score, negotiations have already been held, there is a readiness of universities for this and the necessary specialists will be trained.
After the launch of the program, "we will receive even more information not only on the inspections carried out by our lawyers, but also on the algorithm of work to identify, which will be carried out by colleagues," commented the ombudsman for the rights of the child.
Earlier, investigators of the Investigative Committee in the Novosibirsk region began checking information about alleged violence, including sexual violence, against inmates of a boarding school for mentally retarded children. Prior to this, the regional investigation also opened a criminal case after complaints of humiliation and insults received from inmates of the Mokshan orphanage for mentally retarded children in the Penza region.
