Some of Russia's parents can be forced to return the child benefits that have come to the account. It is noted that this can be done without a court decision. This was stated by the Presidential Commissioner for Children's Rights Anna Kuznetsova.

These are situations where the right to monthly child support has been exercised by the parent who does not actually live with the child. According to Kuznetsova, such unscrupulous parents who received a cash allowance for the maintenance of a child should be deprived of the funds received without proceedings in court.

Such situations arise due to the fact that at the moment both parents can use the right to receive a monthly payment for children. At the same time, many citizens who do not live with their children decide to use this right to receive funds, which in the future they do not send for their intended purpose.

Kuznetsova proposes to resolve such disputes out of court to speed up the return of money to the citizen who cares for the child and live with him permanently.

“The procedure for applying for lump-sum or monthly payments has been worked out and understandable. Actual child care already implies that a parent who does not live with the family and does not participate in his upbringing cannot qualify for benefits,”Kuznetsova said.

The Ombudsman sent her proposal to the head of the Russian Pension Fund, Maxim Topilin.
