Kirov experts continue to discuss proposals for amendments to the Constitution of the Russian Federation. Today, on March 10, the State Duma adopted in the second reading amendments to the Basic Law of our country. Initially, a package of amendments to the Constitution was introduced on January 20 by Russian President Vladimir Putin. Then, about 400 amendments were prepared for the second reading, including by deputies and senators, public organizations. In particular, it is proposed to amend the Constitution that children are the most important priority of the state policy of the Russian Federation. The block of amendments is aimed at strengthening family values, protecting the interests of children. In particular, the state creates conditions for the spiritual, moral, intellectual and physical development of children, fostering patriotism, citizenship and respect for elders in them. Another important component is that the state takes on the responsibilities of parents in relation to children left without care. The Constitution also proposes to consolidate the provision that the protection of the family, motherhood, fatherhood and childhood, the institution of marriage as a union of a man and a woman, the creation of conditions for a decent upbringing of children in the family and other priorities are under the joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation. According to the ombudsman for the rights of children of the Kirov region, Vladimir Shabardin, family and children are a guarantee of the future of Russia. Therefore, the country is now investing so much in demography. The protection of children is becoming a priority of the state, the Ombudsman for the Rights of the Child believes. It is very important that the obligation of the state is prescribed not only to protect children, but also to raise them. The state does not replace the family, but complements it. Children spend a lot of time outside the family: in kindergartens, schools, in circles and sections. The educational function should be there as well. The amendment to the Constitution will help to do this. According to the Children's Ombudsman, special attention should be paid to the fact that for the first time in the Constitution it is proposed to separately mention children left without parental care. The functions of the parents of these children are assumed by Russia. If the state takes on these functions, then it is obliged to give the child everything that the parents should give him. I fully support all these amendments. It is important to consolidate the priority of childhood, family education. The conditions for the all-round development of children are consolidated, it is implied that this is supported by the appropriate infrastructure. In this part, undoubtedly, the amendments deserve support. It is also important that the Constitution prescribes the responsibilities of the state for the protection and upbringing of children, - said Vladimir Shabardin. The teacher, director of the Kirov Physics and Mathematics Lyceum Mikhail Isupov agrees with the ombudsman for the rights of the child in the Kirov region. This is a very correct decision. Children and education have always been a priority in our country, but if it is spelled out in the Constitution, it will be right. Now the Constitution stipulates that only parents are obliged to take care of children, and only children are obliged to take care of disabled parents. Today we are changing this order together, the attitude of the state towards the family is changing. This is correct, - said Mikhail Isupov.
