MOSCOW, December 9. / TASS /. The Russian Ministry of Education recommends that the regions allocate budget funds unspent during the 2020 summer health campaign to support children's camps. This is stated in the official response of the Federal Tourism Agency to the request of the head of the Federation Council Committee on Economic Policy Andrei Kutepov.
Earlier, Senator Kutepov suggested that Russian Prime Minister Mikhail Mishustin consider the possibility of providing children's health camps in 2020 with such support measures as paying for 50% of housing and communal services and exemption from corporate property tax. Spring shifts in many year-round camps have not opened due to high alert in regions imposed by the coronavirus pandemic, the senator said.
"According to the information of the Ministry of Finance of Russia, according to reporting data as of September 1, 2020, the execution of the consolidated budgets of the constituent entities of the Russian Federation in terms of expenditures for the rehabilitation of children amounted to 32.9% of planned appointments (execution for the same period as of September 1, 2019 was 74.1 According to the Ministry of Finance of Russia, the establishment of additional support measures for recreation and rehabilitation of children, in addition to those already provided, will lead to a violation of the principle of balancing the budgets of the constituent entities of the Russian Federation and to the need to provide them with additional financial support, "the document says.
"In this regard, the Ministry of Education of Russia recommended the heads of the executive authorities of the constituent entities of the Russian Federation to consider the possibility of redistributing funds unused during the summer health campaign of 2020 to modernize the infrastructure of children's recreation organizations and their health improvement and provide additional support measures to these organizations, which are most affected by conditions of deterioration of the situation as a result of the spread of a new coronavirus infection ", - emphasize in Rosturizm.
In November, Yanina Golubeva, Deputy Director of the Department of State Policy in the Sphere of Upbringing, Additional Education and Children's Recreation of the Ministry of Education of Russia, said that funds to support children's camps were not provided in the federal budget, since they were exclusively funded by the regions. As Golubeva noted, the ministry is working on possible mechanisms to stimulate children's camps.
