The Ministry of Transport has developed a draft order proposing to provide a 75 percent discount on train tickets for children from 5 to 7 years old. The corresponding draft amendments to the Rules for the carriage of passengers, baggage, cargo luggage by rail are posted on the portal of draft regulatory legal acts.
Now each region sets the fare for children of this age by itself. A 75 percent discount is provided in Moscow and the Moscow region, the Kursk, Belgorod and Lipetsk regions, and in St. Petersburg and the Leningrad region, for example, the discount is 50 percent of the cost of an adult ticket. In some regions, there is no “child” tariff.
The project proposes to establish a uniform discount for a ticket for all regions for children from 5 to 7 years old. “Amendments to clause 34 allow for a 75% discount on the cost of a travel document (ticket) for an adult passenger on a similar route when transporting children aged 5 to 7 years,” the explanatory note says.
Passengers can also be allowed to carry one pair of skis or snowboard for free on the train.
In addition, it is proposed to determine the procedure for using radios, tape recorders and other means with an increased sound level in the train compartment.
As Parlamentskaya Gazeta reported, State Duma deputy from the United Russia faction Natalya Kuvshinova in May proposed to Minister of Transport Yevgeny Dietrich to increase the age of children who have the right to free travel on electric trains from 5 to 7 years.
According to her, according to the Railway Transport Charter, children under 5 years old have the right to free travel on suburban trains. At the same time, in most regions, children over 7 years old are provided with 50 percent discounts on travel. As a result, children from 5 to 7 years old “drop out” from the privileged category: they have no right either to free travel or to discounts established by the laws of the subjects, she said.
