
In Russia, it may be prohibited to disembark free riders under 16 years old from public transport. The State Duma plans to consider such a bill in the second reading at one of the next plenary sessions.
It is proposed to make several changes to the Charter of road and urban land electric transport. As the deputy head of the Ministry of Transport Dmitry Zverev noted earlier, Article 20 of the Charter provides that transport must monitor the presence of a ticket and baggage receipts. At the same time, it has not been determined who is obliged to monitor compliance with the rules of travel. In addition, there are gaps in the Charter regarding the responsibility for free travel.
According to the bill, the regional government may receive the right to approve the procedure for control over the payment of travel, baggage and carry-on baggage. We are talking about regular transportation within one region or between several. “Thus, the constituent entities of the Russian Federation will be able to establish administrative responsibility for travel without a ticket and administer it,” explained Dmitry Zverev.
An important provision of the bill introduces a ban on disembarkation of a stowaway passenger under 16 years old, traveling without an accompanying person. At the same time, a list of cases has been established when checking persons have the right to demand from such passengers documents proving their identity.
