After information about the beating of children in the Gai orphanage for mentally handicapped children, the regional government fired the director, who did not inform them of this fact, and removed the leading employees from their posts. AiF Orenburg is investigating what caused the conflict.
Why was the director fired?
There are 366 children with disabilities living in the Gai orphanage-boarding school, most of the children cannot serve themselves. There are 566 employees in the staff. These are mainly medical workers, 66 educators and specialists. The Investigative Department of the Investigative Committee of the Russian Federation for the Orenburg Region published information on the initiation of a criminal case on the fact of improper performance of duties (part 1 of article 293 of the Criminal Code of the Russian Federation).
- From April 2016 to May 2017, the teachers used physical force and unauthorized methods of upbringing against pupils from 6 to 12 years old, which became known to the staff of the boarding school, including the director, but the latter and other employees did not report this to the law enforcement authorities, which significantly violated the rights of minors, - said Anzhelika Linkova, senior assistant to the head of the regional SU of the Investigative Committee of the Russian Federation.
After this message, rumors spread in the community about the abnormal situation in the orphanage. However, the government commission found out the circumstances of the incident.
“It has been established that an employee of the boarding school, who admitted the fact of cruelty towards a child, was fired as soon as the boarding school's management became aware of this," said Tatiana Samokhina, Minister of Social Development of the region. - But since the director did not bring the incident to the attention of the founder and law enforcement agencies, this one-time violation became the basis for her dismissal.
The severity of the process
Archpriest Sergiy Baranov, chairman of the board of trustees of the Gai orphanage, commented on the situation: “I have been working with this orphanage for many years. He made a film about him, which is watched throughout the country. I immediately want to divert the blame from the ministry, from which there has always been increased attention, and to remove the blame from the administration of the orphanage. This is categorically an extreme case, which was suppressed. Literally in a matter of days, as soon as the administration found out about this employee, she immediately fired her. So, they eliminated the danger for children and punished her with dismissal, but did not report to the authorities, taking pity on the mother of three children. I think this is noble. Humanism cannot have a legal entity. There are several hundred children and employees here, you can't control all of them 100%, even if you put cameras. It is impossible to judge the whole institution by one case. Our orphanage received high marks from officials and volunteers. They noted the good atmosphere in the orphanage. But it was created by the team over the years. And today, unfortunately, many wonderful employees are suspended. Everyone feels this process on themselves, including children. This is strongly reflected in them. Time will pass and everything will be straightened out, but hopefully new people will be able to work the same way as those who were removed."
We asked ourselves who controls the safety of children in closed institutions. In the reception office of the child rights ombudsman in the Orenburg region, they said that this year, after an incident in one of the cities of the country, the children's ombudsman checked all orphanages in the region, the trip to Gai just happened at the end of November.
- When hiring specialists in children's specialized institutions, it is imperative to carry out psychological testing for hot temper, irritability, and possible aggression in order to prevent such egregious facts in the future, - said Olga Kovylskaya, Orenburg Oblast ombudsman.
