International Children's Day is celebrated all over the world today. The Investigative Committee of Russia pays the utmost attention to protecting the rights and legitimate interests of minors. In accordance with the Decree of the President of the Russian Federation of 2017-29-05, 2018-2027 are declared the Decade of Childhood in our country.

The Investigative Committee creates conditions for receiving high-quality education by orphans and children left without parental care, investigates crimes committed against children or minors themselves, initiates a large number of preventive measures in order to prevent illegal actions against children, suppresses attempts to embezzle budget funds, allocated to support motherhood and childhood. In this area, the department closely interacts with the Commissioner for the Rights of the Child under the President of the Russian Federation, with federal departments and regional structures of legislative and executive power, law enforcement agencies, profile committees of the State Duma and the Federation Council.

In 2019, the Investigative Committee received 18.9 thousand reports of juvenile crimes, as a result of which 8.9 thousand criminal cases were initiated. Last year, 8.7 thousand criminal cases of this category were sent to the courts. A significant part of crimes committed by minors is associated with theft of other people's property, this is about 60%, this trend continued in the 1st quarter of this year. 12% are crimes related to drug trafficking, and 8% are crimes against life, health and sexual integrity. Having investigated such socially dangerous acts, the investigators carefully studied the circumstances that contributed to their commission, and made representations on almost all completed cases. In addition, the investigators held more than 1.2 thousand meetings with representatives of the public, sent more than 500 information to various organizations on the protection of the rights of minors.

Unfortunately, we have to admit that a significant number of crimes are committed against minors themselves. More than 21 thousand criminal cases were initiated last year. The overwhelming majority of criminal cases are related to crimes against sexual inviolability - more than 13 thousand. Over the year, investigators have investigated more than 20 thousand crimes against minors. The preventive work carried out by the Investigative Committee together with other law enforcement and state bodies, as well as officials, allowed five times to reduce the number of unlawful acts against minors committed in the process of organizing children's recreation - 47 cases were recorded, despite the fact that in 2018 year, there were 215 such facts. There is also a decrease - by 5% - in the number of adolescents who have suffered from attacks from relatives and family members.

In the course of procedural activities, investigators often reveal facts confirming the finding of children in a dangerous situation. This can be a failure to fulfill the responsibilities for their proper upbringing on the part of parents, guardians or officials, abuse, negative influence on the behavior of children from outside and other factors. In such cases, investigators immediately report what is happening to the authorities of the system for the prevention of neglect and juvenile delinquency. In parallel, measures are being taken to give a legal assessment to such facts, to bring certain persons to justice.

In addition, the investigators submitted to state bodies, institutions and organizations more than 15 thousand submissions on the elimination of the causes and conditions that contributed to the commission of crimes. Their goal is to really influence the situation, and often investigators personally participate in the consideration of such submissions in order to exclude the formal attitude of the respective leaders. Last year alone, 5,900 submissions were reviewed with the participation of IC Russia employees. Based on the results of consideration of all submissions, about 5 thousand persons were brought to justice.

According to statistics, the investigating authorities received 14,969 reports of the missing of minors. However, these data include all cases of unauthorized leaving the home of children when they do not warn anyone. Work on the search for minors is constantly being carried out in conjunction with operational services, public, volunteer organizations. Thanks to this work, 99.5% of minors were found, and at the end of last year, 74 people remained on the wanted list. This year, 49 more of them were found. In the first quarter of 2020, the number of minors whose disappearance was reported in the IC of Russia amounted to 3629, of which 3576 were found, which is 98.6%.

The Investigative Committee also takes part in the legal regulation of this area. At the initiative of the department, last year the Government adopted a number of normative legal acts aimed at improving the provision of organized recreation and health improvement for children, as well as the provision of living quarters for orphans, children left without parental care. At the same time, 105 reports of a crime were registered last year on the facts of violations in the provision of orphans with living quarters. As a result of their consideration, more than 60 criminal cases were initiated, of which over 20 were sent to courts.

Along with this, employees of the Investigative Committee of Russia are part of government commissions, interdepartmental working groups, within the framework of which issues of ensuring the safety of minors, including in educational organizations, countering destructive informational effects on children and youth, are discussed, issues of improving legislation are discussed. Child protection issues become the subject of discussion of public and advisory councils operating under the Investigative Committee. This format makes it possible to effectively discuss the issues of protecting children and preventing violations of their rights together with representatives of the public, specialists from other departments and develop effective proposals.

The work of the Investigative Committee does not end with procedural activities. Caring for orphans and children left without parental care, protecting their rights and interests, creating comfortable conditions for their full physical, intellectual, moral and social development, preparing them for an independent life in modern society, is also one of the priority tasks of the Investigative Committee. committee of the Russian Federation.

The good tradition of helping and taking care of children always as if they were our own became the motto of the department: “There are no other children”! This tradition arose ten years ago, when, by the decision of the Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, divisions of the central office of the Investigative Committee took patronage over the state-owned health care institution of the Vladimir region “Murom Specialized Children's Home” Help and support to the Murom orphanage is widely known today in the Vladimir and neighboring regions. Following the example of the leadership, the territorial investigative bodies also took up the baton of patronage work. Currently, assistance is being provided to 504 specialized children's institutions, in which more than 25 thousand children are brought up. Not only administrative offices are involved in patronage work in the regions; in many investigative bodies, sponsored children's institutions are also assigned to district and city investigation departments.

Since December 2018, subdivisions of the central office of the Investigative Committee have expanded their patronage activities and provide constant assistance and support to the state government institution of the city of Moscow "Center for the Promotion of Family Education" Skolkovsky ". At the center, children who require special attention and care are trained, brought up and undergo rehabilitation. The forms of patronage work are diverse, and the desire to take care of children does not depend on anything other than the personal initiative of the officers and the awareness of the importance of such communication for children who have no families. In 2019, the department developed a program for the rehabilitation of children injured during military conflicts, children of employees of the Investigative Committee, killed or injured in the line of duty, orphans and children in difficult life situations. Recreation is organized for children in leading Russian children's centers, including "Artek" and "Orlyonok".

Along with this, the Investigative Committee is making significant efforts to educate the younger generation, developing the departmental education system. Currently, there are academies of the Investigative Committee in Moscow and St. Petersburg, as well as cadet corps in Moscow, Volgograd, St. Petersburg and a branch in Sevastopol. An experienced teaching staff works with the children, who teaches not only the core disciplines necessary for service in the Russian IC system, but also pays attention to the formation of high moral and moral qualities of students.
