Currently, the issue of acquiring SIM-cards by children from a legal point of view in Russia has not yet been resolved. However, this may soon change. According to Izvestia, the State Duma of the Russian Federation has developed a number of amendments to the law “On Personal Data”, allowing telecom operators to register telephone numbers for minors. The Ministry of Telecom and Mass Communications supports the project, in addition, it has already been approved by the expert advisory council of the faction and the intra-factional group.

According to the amendments, telecom operators may be allowed to register SIM cards for children with the permission of their parents. According to the authors of the document, thanks to this, in the future it will be possible to create a mechanism to protect children and adolescents from dangerous content. For example, telecom operators will be able to block a child's access to prohibited resources.

Legislators also propose to add to the Law "On Personal Data" a rule obliging to collect, process and store personal information of minors solely with the consent of their parents or guardians. However, if a teenager is already 14 years old and is applying for a job, the consent of his representatives is not required to provide personal data.

The author of the initiative is Anton Gorelkin from United Russia. According to him, at present, the processing of children's data is not regulated by the Law on Personal Data. Personal information of minors is freely collected, processed and stored in preschool educational institutions, schools, clinics, etc. This practice poses a threat to the security of data, since a large number of people have access to it, and there is no guarantee that the information will not be misused.

Among other things, the document will help resolve the current legal conflict. Now telecom operators cannot issue a SIM card for a subscriber under 18 years of age. When the child uses the telephone, services are provided to him, although the contract was signed by the adult. In this case, the telecom operators do not have the data of the minor. Nevertheless, in the Russian Federation there are established rules for the provision of communication services, obliging operators to possess information about their subscribers.

The bill will be submitted to the State Duma next week, and consideration will begin in the spring session.
