In 2020, several types of state support have changed at once, which are due to families with children, as well as pensioners over 65 years old. For example, from January 1, 2020, for low-income families, a monthly payment has been established for each child aged 3 to 7 years. Other amounts are indexed, and for some types of payments, the terms of provision have changed.

Federal payments

When a child is born, one of the parents can receive a lump sum. This is a flat federal payment that is independent of employment and earnings.

“From February 1, 2020, it is 18,004.12 rubles. There is also a monthly childcare allowance up to one and a half years. Its size varies depending on which child is in the family. If this is the first child, then the amount of the benefit will be 3375.77 rubles, if the second and subsequent ones, then 6751.54 rubles. The federal also includes a monthly cash payment in connection with the birth or adoption of the first child, which has been in effect since 2018 and is assigned to children under three years of age,”said Olga Trubitsyna, acting head of the Balashikha social protection department.

The right to this payment is granted to Russian citizens permanently residing in the territory of the Russian Federation and having an average per capita income that does not exceed two times the subsistence minimum of the working-age population of the region. In the Moscow region, this amount is equal to 29 thousand 94 rubles. This means that a family of three will be eligible for this payment if the maximum family income per month is no more than 87,129 rubles. If the amount is higher, the payment is not provided.

The monthly payment is carried out in the amount of the subsistence minimum for children established in the Moscow region for the second quarter of the year preceding the year of applying for her appointment. In the Moscow region in 2020, it is 12 thousand 688 rubles. The application will have to be submitted annually until the child is three years old.

Regional payments

They are provided for by the budget of the Moscow region for families whose average per capita income is below the subsistence level of the Moscow region. Now the amount is 13 thousand 115 rubles.

There is also a regional lump-sum birth allowance for low-income families. In this case, the amount of the benefit depends on which child was born in the family. If the first child, the family receives 20 thousand rubles, at the birth of the second child - 40 thousand, and if it is the third and subsequent child - 60 thousand rubles. At the birth of twins, 70 thousand are paid for each child, and at the birth of three or more children - 300 thousand rubles per family. For registration, documents must be submitted no later than six months from the date of birth of the child. An important condition is the fact that both the applicant and the child must have a permanent registration and place of residence in the Moscow region.

“Regional legislation also provides for a monthly allowance for children under 16 years old or, if they continue to study at school, up to 18 years old. The amount of the benefit depends on the age of the child and is subject to annual renewal at the end of the established period, if the income situation in the family has not changed,”Olga Trubitsyna clarified.

Children from 3 to 7 years old

In accordance with the Decree of the President of the Russian Federation of March 20, 2020 "On additional measures of state support for families with children" from June 1, families with children from 3 to 7 years old can count on payments from the state.

“Only citizens of the Russian Federation permanently residing in the country, in particular in the Moscow region, can apply for a new measure of state support. The size of this payment is equal to 50 percent of the subsistence minimum established in the region for children. In the Moscow region it is 6 thousand 344 rubles. This payment is provided from June 1, 2020. For its registration, only one application is enough, no income certificates need to be provided. The necessary information will be obtained by the social security department in the order of interdepartmental information interaction,”confirmed the acting head of the social security department.

Now, during the period of self-isolation, the application is filled out on the portal of state services. All information and columns of the established application form must be filled out correctly.

Targeted social assistance to pensioners

Elderly residents of the Moscow region and people with chronic diseases who, due to the coronavirus, must comply with the self-isolation regime, received three thousand rubles each for unforeseen expenses. This payment is provided in accordance with the instructions of the Governor Andrei Vorobyov. The amount was transferred in two equal parts of one and a half thousand rubles.

“During this time, the department of social protection did not receive information about the violation of the self-isolation regime by people over 65, so one-time targeted social assistance was paid to everyone. As of May 27, 61 thousand 101 people received it, of which 55 thousand 433 residents of the district are over 65 years old and 5 thousand 668 people with chronic diseases. Data on these people were provided by the regional ministry of health. Social assistance was paid without applications. As a rule, funds were credited to a person's personal account,”Olga Trubitsyna said.

If someone for some reason did not receive this compensation, he should contact the department of social protection by calling the hotline, write by e-mail or send a message to the official website of the department. Each case will be verified and full payment will be made.

Additional payment

Also in the Moscow region on April 10, 2020, amendments were made to the regional law of March 23, 2006 36/2006-ОЗ "On social support of certain categories of citizens in the Moscow region." According to these changes, from May 1 of this year, a new measure of social support has been established in the region for non-working lonely pensioners who have reached the age of 65 and older - a monthly cash payment in the amount of one thousand rubles. In Balashikha, about nine thousand pensioners of this category have already received this payment in May.

Food sets

Basically, the food packages that the residents of Balashikh receive were formed at the expense of benefactors. At the end of May, pensioners, families with children, including large families, received about 3.5 thousand food sets.

“Currently, we continue to deliver food kits to low-income people who are registered with us and receive child support. We accumulate information on those in need and pass it on to volunteers who deliver the kits. In addition, volunteers provide targeted assistance in purchasing food and medicine for pensioners,”noted Olga Trubitsyna.

During the quarantine period, since people cannot come to the MFC for verification with the originals of documents, the extension of payments from April 1 until the end of the self-isolation regime occurs automatically.
