The authors of the amendments were a group of senators, including the deputy head of the Federation Council Committee on Legislation and State Construction Elena Mizulina. They propose to envisage in the Code of Administrative Offenses temporary measures for the protection of minors left without supervision and assistance when their parents or guardians are detained or under administrative arrest. So far, there are no such norms in the code, the initiators said.

It is proposed to entrust the responsibility for the protection of minors to "the person authorized to carry out administrative detention, as well as to the internal affairs body executing the order on administrative arrest."

What protection measures are proposed to be applied are indicated in the earlier amendments to the Family Code. This, in particular, the transfer of the child to his relatives, and if it is impossible to find such, the temporary placement of the child in a social service organization or in a medical organization if he does not reach the age of four.

In addition, earlier senators, headed by Mizulina, introduced amendments to the State Duma allowing forcible separation of a child from their parents only with their established fault and on the basis of a court decision on deprivation of parental rights.

At the same time, the government commission on legislative activities did not support the package of amendments by the senators to the Family Code. The Cabinet of Ministers noted the "indefinite nature" of the terminology, as well as the fact that the issue of funding the proposed powers of the police and regional authorities has not been resolved.
