The Human Rights Council under the President did not support the amendments to the Family Code. The HRC gave a negative opinion on the amendments proposed by a group of senators headed by Elena Mizulina.
According to the head of the Council, Valery Fadeev, “such significant changes in legislation cannot be carried out in a hurry, without a broad expert and public discussion,” writes RIA Novosti.
The HRC is dissatisfied, in particular, with the consolidation of the concept of parents as the blood mother and father of the child. Nowadays, adoptive parents have the same rights as biological parents. According to the amendments, in the event of their death, the child is given to relatives of blood parents, which is unacceptable if he had no connection with them before.
HRC member Natalia Evdokimova told Business FM about other points the Council is opposed to.

But as for offenses or other public actions, participation, I would argue here, because among the offenses there is participation in rallies and demonstrations. Such an article gives a very wide scope for the law enforcement officer. Changes are proposed to reduce the number of grounds for deprivation of parental rights. We see what cases there are in families when a child can be beaten. Non-interference is about the same story that we are not solving the problem of domestic violence in any way now, although the bill was prepared ten years ago, but has not been submitted to the State Duma. The procedure for removing a child from a family is only through a court. Thus, if there is a threat to the child, his life and health in the family, we cannot do anything, we must go to court. I am totally against such amendments. I don't know if there is a positive conclusion from the government, in my opinion, no. And even the commissions, which are responsible for this family sphere in the State Duma, have not yet given a positive conclusion, which is good, there is still hope that this bill will not be adopted in this form."
The HRC is also dissatisfied with the decision of legislators to introduce into the Family Code the prohibition of same-sex marriages and marriages between persons who have changed their sex, as well as adoption by such persons. According to human rights activists, this violates the rights of transgender people, and sex reassignment operations are not prohibited in Russia.
