The bill, which gives fathers, like mothers, the opportunity to improve their skills or acquire a new profession, was developed by a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs Svetlana Bessarab.

“I was approached by a single father who tried to undergo retraining through the employment service, but he was refused on the grounds that he is a father,” the deputy told Parlamentskaya Gazeta. - This is not an isolated case. And this is a question of equality. We de jure cannot tolerate gender inequality. The Labor Code grants dads the right to take parental leave up to three years old and enjoy all the social guarantees that are provided for in the legislation. But at the same time one of them falls out."

According to Bessarab, only two percent of fathers take parental leave. But among them there are single fathers who have nowhere else to expect help except from the state. Many of them would like to undergo retraining, improve their qualifications and be in demand in the labor market, when a place in kindergarten will appear for the child and they will be able to go to work. “We cannot deprive them of this right,” the parliamentarian is sure.

We will remind, earlier the bill on vocational training of mothers during the decree was proposed by the Deputy Speaker of the State Duma Irina Yarovaya. According to her idea, Russian women on parental leave will be able to improve their qualifications or get a new profession in demand on the market at their place of residence. And employment centers will be obliged to offer young mothers vacancies, so that after the courses they are guaranteed to find a job and improve their financial situation.

The initiative is going to be discussed this fall, it is supported by the relevant committees of the chamber. Now in parliament they believe that preferences should be extended not only to moms, but also to dads.

When we first remembered about dads

The right to maternity leave for fathers in our country appeared only in 1990, when one of the youngest deputies of the Supreme Soviet of the USSR, Valentina Matvienko, who headed the Committee for Women, Protection of Family, Motherhood and Childhood, managed to convince the Soviet leadership of the need to expand parental benefits.

For a long time she did not find understanding among officials in what is today recognized as the norm in the entire civilized world. For example, the other day in France announced that starting next year they will introduce a four-week leave for fathers to care for babies.

“When a child is born, there is no excuse that only the mother is involved. It is important that the division of duties is more equal,”President Emmanuel Macron endorsed the idea.

Thirty years ago, Valentina Matvienko had to listen to a lot of barbs addressed to her before the Supreme Council approved a resolution that allowed not only the mother to take maternity leave, but also the father or other relatives of the child.

Also, the document extended all maternal benefits to single fathers - in particular, additional leaves, restrictions on attracting people to work on weekends. The foundation was laid for a new system for paying child benefits: it became targeted, taking into account the income and living conditions of each specific family.

However, back in 2015, during the first Eurasian Women's Forum, Valentina Matvienko drew attention to the difficulties that arise in families when one of the parents does not work for a long time. And she offered to solve them, giving mothers the opportunity to study while they sit with the child at home.

“In our country, this problem is faced primarily by mothers with children aged one and a half to three years, when parental leave is not fully paid, and it is still difficult for a woman to return to work fully,” said the Speaker of the Federation Council. “In this case, we recommend that families make more active use of such a tool as a social contract. Its application allows raising the standard of living of the family by one and a half to two times.

How long does a father's decree last

They tried to preserve the best Soviet practices in Russian legislation. Today, 1.47 million citizens on maternity leave are entitled to three types of leave:

women - for pregnancy and childbirth (70 days before and 70 days after for normal childbirth) while maintaining average earnings or the minimum wage: in 2020 the minimum is 55,830.60 rubles, the maximum is 322,191.80 rubles and less than 55,830.60 rubles; women and men - for caring for a child under the age of one and a half years with the preservation of 40 percent of the average earnings or the minimum wage: in 2020, the minimum monthly allowance for the first child is 3,375.77 rubles, for the next and all others - 6,751.54 rubles, maximum - 27 984.66 rubles for any child on the account; women and men - for caring for a child aged one and a half to three years: for the first or second baby born after January 1, 2018, the state pays monthly assistance in the amount of the subsistence level of the region, if the average per capita family income is less than two subsistence minimums. The amount of the payment is one living wage per child in the region, on average - 10-11 thousand rubles.

In addition, the country has a program "Maternity capital", payments for which reach more than 600 thousand rubles. Parents are entitled to one-time benefits for the birth of a child in the amount of about 18 thousand, as well as additional support measures introduced during the coronavirus pandemic.

A person on maternity leave cannot be fired, he continues to be accrued seniority, leave out of turn is laid, if desired, part-time work and much more.
