“This is a big problem, but it is so delicate that it cannot be solved in a normative way,” the head of the Cabinet of Ministers said on the air of the Dialogue program on the Russia 24 TV channel. We need to act in such a way as to encourage moms and ultimately families to abandon this procedure and just have children."

Medvedev recalled that more than half of abortions are not done for medical reasons, and women refuse to have a child, not only because of lack of money or lack of housing.

Health Minister Veronika Skvortsova specified that, according to the latest data, the number of abortions per year is 576 thousand, of which 290 thousand are at the request of women. Over the past four years, their total number has decreased from 800 thousand per year, and non-medical interruptions - from 600 thousand per year.

According to the head of the Ministry of Health, "pre-abortion consultations with the help of social psychological assistance to women who have found themselves in a difficult life situation" played a role here. Last year, according to Skvortsova, it was possible to dissuade 15 percent of women from terminating their pregnancy, as a result, more than 40 thousand children were born. She offered to allocate additional funds for incentive payments to medical psychologists and other employees in antenatal clinics and maternity hospitals.

"If it is really possible to save so many births due to this measure, this is a big increase for our country, then we should not spare money for this. Prepare proposals," Dmitry Medvedev replied.
