In general, I see nothing wrong with children being tested for drugs in their blood from a reasonable age. When I took part in scientific research related to child drug addiction in Volgograd, I saw many terrible pictures. The youngest addict in the group was only 10 years old. Fortunately, such cases are rare. For everything to be realizable, you need to choose the age at which you can start testing. I think 12-13 years is the most optimal. But there are also a lot of nuances here. For example, if you take urine for a test, how can you confirm that this is the urine of a specific child? And there will be a lot of such moral and ethical issues, therefore, before creating such an initiative, it is necessary to think carefully about everything. Again, what do you do with parental permission? I think in the age of digitalization, you can add a function on the State Services portal, thanks to which any parent can either allow testing, or deny it, or revoke permission. Therefore, the issue of regulation comes first here. As for alcoholism, everything is simpler and more complicated at the same time. It is impossible to test for alcoholism. There are studies that suggest that a particular marker in the blood can signal alcoholism, but there is no consensus in the scientific community. Therefore, you can want, but it is impossible to realize. The initiative, in general, has the right to exist, but it is impossible to thoughtlessly adopt a bill, resolution or something else that will oblige children to be tested without taking into account the position of the parents, the expert community and the children themselves.
