Deputies of the lower house of parliament during the meeting adopted in the first reading a bill on regulating the activities of taxi aggregators.
The bill introduces requirements for aggregators, specifies the specifics of their activities, including the prohibition of the transfer of applications to persons who do not have permission to operate a taxi. The procedure and grounds for liability of aggregators and carriers for harm caused to the life and health of the passenger are fixed. A ban is imposed on the transfer of permits for taxi activities to third parties in order to carry out the activities of a passenger taxi.
“The current model of state regulation of the passenger taxi market requires changes due to a number of technological and social aspects. The analytical center under the government of the Russian Federation noted an increase in accidents involving cars operating in the "taxi" mode. At the same time, the percentage of accidents involving vehicles carrying out transportation on the basis of official permits decreased from 0.31% in 2015 to 0.28% in 2017,”the explanatory note says.
The bill was submitted to the lower house of parliament for consideration by a group of deputies from United Russia, headed by the chairman of the State Duma committee on transport and construction, Yevgeny Moskvichev.
The authors point out that a high level of accidents is observed in the shadow taxi sector, a large-scale expansion of which occurred during the period of deregulation of the industry.
"With the adoption of the bill in the Russian Federation, modern foundations will be laid for the development of a civilized market for taxi services," - follows from the document.
