According to the ombudsman in the Kemerovo region, teachers from a number of rural schools complained to him about the organization of meals in educational institutions. It is reported that children from low-income families who are entitled to reduced-price meals receive much less portions for lunch than children from wealthy families. In addition, sometimes students whose families have financial problems, embarrassed by their position, refuse to dine with everyone, as a result, there are cases of children falling into hungry faints.

"Anna Kuznetsova has already applied to the regional prosecutor's office in order to verify the information received and, if confirmed, take measures of the prosecutor's response. At the same time, the regional ombudsman for children's rights is monitoring schools in the region located in rural areas in order to identify similar cases in other educational organizations. It notes that the difference in food provision based on the property qualification of children in schools is unacceptable.

"The issue requires a solution at the federal level. Now new rules of SanPiN are being developed, a bill on baby food is being finalized, which will soon be submitted to the State Duma. These documents should resolve most of the emerging issues, approving uniform rules and approaches to organizing meals in school and preschool organizations of the regions. The press service of the Children's Ombudsman informs that in 2017, monitoring was carried out in the regions to ensure healthy nutrition for preschool and school children. Particular attention was paid to its availability: an increase in the cost of meals and the organization of free meals for privileged categories. The monitoring revealed a number of problems that turned out to be similar for many regions.This is the low quality of food, insufficient funding in the regions, a weak material and technical base of catering units, lack of unity in providing food to preferential categories of children and other schoolchildren, as well as a number of other issues, the report says.
