State Duma deputies from "United Russia" Olga Batalina, Olga Okuneva and Nadezhda Kolesnikova submitted a bill to the lower house of parliament proposing to allow minors to live separately from their guardians when they reach the age of 14. This was reported by the press service of the United Russia faction in the State Duma.

“After school, more and more orphans are entering colleges and technical schools, getting a profession that is in demand. But often the technical school is not where the child lives with the guardian - in the neighboring regional center, in the regional center. And you will need to study and live in a hostel. And this is where the problem arises, since the Civil Code of the Russian Federation provides for the rule that a child under guardianship must live with the guardian until the age of 16. Moreover, most of the 9th grade graduates have not yet reached the age of 16. The family cannot move, and neither can the teenager go alone. We have to choose an educational institution based on the territorial availability, and not the interests and abilities of the child,”O. Batalina’s words are quoted in the message.

The bill provides for a reduction in the specified age threshold. “At the same time, control over the teenager is carried out both by the guardians and the leadership of the educational institution to which he entered, as it is provided today with respect to 16-year-old orphaned students living in hostels. This is provided for by the current legislation,”the parliamentarian said.
