The State Duma adopted on Friday in the third, final, reading a government bill on changes in the procedure for granting the right to maternity capital to citizens living in the Republic of Crimea and Sevastopol. According to the new norm, maternity capital, in the event of the death of mothers in the period from January 1, 2007 to March 18, 2014, will be paid to single fathers.
Prior to the adoption of this law, the right to receive maternity capital could not be exercised by the fathers or adoptive parents of a child or children living in Crimea and Sevastopol, if the woman died or was declared dead before March 18, 2014 (the date of the annexation of Crimea and Sevastopol to the Russian Federation), since they were citizens Ukraine and could not be recognized as citizens of the Russian Federation, the developers explained.
The adopted law "establishes the right to receive measures of state support in the form of maternal (family) capital for the father (adoptive parent) of the child, as well as the child (children) until the end of full-time education in an educational organization (but no longer than until reaching the age of 23) in the death or announcement of a deceased woman after the birth (adoption) of her second, third or subsequent children in the period from January 1, 2007 to March 18, 2014, during this period was not a citizen of Russia and lived in the territory of the Republic of Crimea or the federal city of Sevastopol " …
Currently, the size of the maternity capital is 453 thousand 26 rubles.
