The head of the Center for the Protection of Victims of Domestic Violence under the Consortium of Women's NGOs, Mari Davtyan, explained what is the lack of the system for calculating child benefits.
The Agency for Social Information explains that the so-called "Putin's" payments of 10 thousand rubles for children under 16 years old in a number of regions were used by alimony fathers who are not actually involved in raising children.
“The decision to make payments possible for both parents is wrong. It is probably dictated by a misconception of equality. But the conditions in this situation are unequal: every third child lives in a family with one parent. In 90% it is a mother, and the children are completely on her support. It is from these considerations that the maternity capital is given to the mother, and only if she is absent - to the father,”attorney Davtyan explained in a comment to the agency.
In fact, in these circumstances, the most vulnerable part of the parents, single mothers, who already have a limited income, but the fathers of their children abused their rights, suffered.
Mari Davtyan insists that all benefits should be issued exclusively to the parent who is involved in the main care of the child.
