Recall that in order to optimize costs, the Ministry of Finance, in particular, recommends combining into one body of the Ministry of Internal Affairs, the Federal Penitentiary Service, the bailiff service and the courier service, while transferring part of the police functions to civilian departments. It was also proposed to reduce the number of employees of internal affairs bodies by 10%, including by transferring employees of units that are not involved in law enforcement (medical, educational, personnel, financial, etc.) into the category of civil servants.
In addition, it is proposed to transfer some functions of the police - coordination of the program of resettlement of compatriots from abroad, regulation of labor migration, as well as control and permissive regulation in the field of legal circulation of prohibited substances - to the Ministry of Labor and the Ministry of Health, respectively.
The Ministry of Finance also proposed serious changes in the "social" component of the activities of law enforcement agencies. This is, taking into account the increase in the retirement age "in civilian life", the increase in the minimum term of service from 20 to 25 years (excluding studies), the abolition of the mandatory indexation of the "military" pension annually by at least 2% above the inflation rate, as well as an increase the period of wearing clothing property and ensuring its replacement with monetary compensation.
Experts suggest that the proposed measures will cause massive layoffs of employees, which are already in short supply. Of course, we are talking about the most experienced specialists who can easily find their application in other structures. And, naturally, these proposals will dramatically reduce the prestige of the service and reduce the influx of young recruits.
