By this alone, the holiday reminds us of the dominant role of the family in the state and society. But what is considered family or marriage today?


According to a VTsIOM poll, only a third of Russia's residents are ready to equate cohabitation and formal marriage. 56 percent of compatriots believe that long-term, but not legalized cohabitation is not a family. 71 percent of the respondents are sure: before having children, the relationship must be legalized. The Government expects that with the implementation of laws aimed at supporting Russian families with children, the number of those who prefer a traditional family to the common cohabitation today will increase even more, and, on the contrary, there will be fewer young couples who postpone the birth of children.

Who is entitled to a preferential mortgage

One of the main themes of the President's recent Address to the Federal Assembly is the country's socio-economic development and the achievement of a higher quality of life for Russians, especially families with children. As a result of the appeal of the head of state, several initiatives were developed and submitted to the State Duma in record time, which solve the most pressing problems for most Russian families.

The portfolio of the lower house of parliament contains several initiatives aimed at strengthening family support, says Elena Vtorigina, deputy chairman of the Committee on Family, Women and Children.

“Most often, young families, and such families in Russia are considered, where the age of each of the spouses does not exceed 35 years, need separate housing,” says the deputy. In Soviet times, she recalls, young couples immediately after the wedding received a separate apartment, therefore the demographic situation in the country was much better.

In the current conditions, such a proposal sounds populist, the deputy argues. However, she clarifies, the latest initiatives of the Government make it much easier for married couples to solve the housing issue. It is much easier for married couples to acquire their own square meters than opponents of a stamp in a passport. Moreover, the more children there are, the easier it is to get a preferential mortgage or pay off a home loan taken in the status of a childless borrower.

So, more recently, the State Duma adopted a law that provides for the payment of 450 thousand rubles to pay off the mortgage to families where the third and subsequent children were born. The authors of the initiative, developed in pursuance of the Address of the President of the Russian Federation to the Federal Assembly, were deputies and senators led by Chairman of the State Duma Vyacheslav Volodin and Speaker of the Federation Council Valentina Matvienko.

“It is important that the law will be retroactive and will take effect from January 1, 2019. This will make it possible to receive compensation for those large families in which the child was born this year,”said Viacheslav Volodin.

Thus, Russians who became the parents of a third and subsequent child in the period from January 1, 2019 to December 31, 2022, will be able to receive almost half a million rubles from the federal budget to pay off the mortgage - in just three years, it is planned to spend about 55 billion rubles from the budget. In this case, the amount of payment will be exempt from taxes. As indicated in the financial and economic substantiation of the law, only this year, about 30 thousand families will be able to receive payments to repay the mortgage loan.

More than 3 trillion rubles are provided for expenses within the framework of the Demography national project, and almost all funds will be allocated from the federal budget. The decision on payment will be made by a government decree. To be eligible for payment of mortgage repayment, citizens will have to provide the bank that issued the mortgage loan with the necessary documents, including birth certificates of children. If a positive decision is made, the program operator (DOM. RF. - Ed.) Will transfer funds to the bank to partially repay the borrower's loan from its own funds, and then reimburse them through a subsidy from the budget.

Very soon the initiative will be considered in the upper house of parliament. But it is already clear that the senators will unanimously approve this initiative.

According to Valery Ryazansky, Chairman of the Federation Council Committee on Social Policy, 450 thousand rubles is a decent amount, especially if you add it up with the funds of the mother capital, which today amount to 453 thousand rubles. “It turns out that the sum of 900 thousand rubles is being recruited. I am sure that for the majority of families living in different regions of the country, this will be of great help,”the senator said.

Eligibility criteria will change

But support for families with children is not limited only to preferential mortgages. From January 1, 2020, the size of maternity capital will be indexed to 470 thousand rubles, funds for indexation will be provided in the budget. The Minister of Labor and Social Protection Maxim Topilin announced this on the sidelines of the St. Petersburg Economic Forum.

In addition, starting next year, the criterion of the need for families will change when establishing a monthly payment in connection with the birth (adoption) of the first and second child. According to the government bill, as in the case of preferential mortgages for children with many children, this level will change from one and a half to two times the subsistence minimum of the working-age population established in the region.

Let us recall that today the right to receive a monthly payment in connection with the birth (adoption) of the first or second child can be used by families if the child is born (adopted) since January 1, 2018, is a citizen of the Russian Federation and if the average per capita income of the family does not exceed 1.5 - the multiple value of the subsistence minimum of the working-age population, established in the region.

The initiative of the Ministry of Labor proposes to change the criterion of the need of families (the size of the average per capita income) when establishing the monthly payment in connection with the birth (adoption) of the first and (or) second child from 1.5 times to 2 times the subsistence minimum of the working-age population.

The ministry emphasizes that with the adoption of the law, the number of families that will receive payments in connection with the birth (adoption) of the first and second child will increase by 1.5 times. This measure, according to the department, will also allow families not to postpone the birth of a child due to economic difficulties.

Another initiative, which will improve the financial situation of about 70 percent of families with children, was announced by the President during the "Direct Line" with Russians on June 20.

The allowance for children from one and a half to three years will grow to the size of the subsistence minimum in the region, Vladimir Putin said, answering a question from a resident of the Moscow region whether it is worth waiting for an increase in this payment. Before that, for more than 20 years, from 1994 to the present day, benefits for children during the period when parents were on parental leave from 1.5 to three years did not change - 50 rubles a month. The state, realizing the insufficiency of this amount, “was looking for a solution” to the problem, the president answered the young mother. “I think it has been found. We will pay this allowance to families also in the amount of the subsistence minimum,”he said.

Both chambers of parliament are ready to join the development of the initiative.The increase in payments will allow the family not to reduce the level of income, plan their budget more confidently and look to the future, says Vice Speaker of the Federation Council Galina Karelova.

Young mothers will be able to improve their qualifications on maternity leave

Helping young families with children growing up implies other aspects as well. For example, the creation of additional places in kindergartens. As emphasized in the Government, among the top-priority plans of the department is the implementation of those measures that have already been "laid down" in the national project. So, by January 1, 2022, 100% provision of places in nurseries and kindergartens for children aged one and a half to three years should be achieved. At the same time, starting from 2020, the regions will receive additional support for the development of public-private partnerships in organizing care groups for preschoolers.

Kindergartens may appear in Russian universities themselves. The Ministry of Labor and the Ministry of Education and Science are working on such an opportunity.

“We are trying to find with the Ministry of Education some option that would allow on a systematic basis to resolve the issue related to the organization of mini-kindergartens or rooms in educational institutions,” said the Minister of Labor and Social Protection Maxim Topilin, speaking at the St. Petersburg International Economic forum.

Another initiative of the Government will enable young mothers to improve their qualifications without leaving the parental leave.
