The initiative for an extraordinary indexation was made by the deputy of the State Duma Yevgeny Fedorov. He sent a letter with a proposal to the head of the Ministry of Labor Anton Kotyakov. According to the deputy, the indexation of mother capital by 20% can become a significant measure to support young families and a factor in stimulating the birth rate in Russia. In recent years, there are really problems with fertility, despite the constantly increasing payments. In 2020, the parents of the first-borns received the right to maternity capital, the amount for them was set at 466,617 rubles. For the second child or subsequent ones, the amount increased to 616 617 rubles, if before that the right to maternity capital did not arise. Nevertheless, according to the Accounts Chamber, in January-July 2020, almost 50,000 fewer children were born in Russia than in the same period last year. The provision of maternity capital is envisaged by the national project "Demography". According to President Vladimir Putin, in 2021, maternity capital is expected to be increased by almost 23,000 rubles and further increased annually. Financial support for young families and other measures to stimulate the birth rate and support the employment of Russian women who have given birth should increase the average fertility rate to 1.7 children per woman by 2024.
