MOSCOW, October 16. / TASS /. When developing a bill defining the concepts associated with restrictive measures, including "self-isolation", it is necessary to establish the limits of the powers of municipalities and constituent entities of the Russian Federation. This was announced to TASS on Friday by Irina Rukavishnikova, the first deputy chairman of the Federation Council committee on constitutional legislation and state construction.
"The main task of the legislators is to concretize each of the new concepts as clearly as possible so that they are unambiguously perceived by state structures of any level, organizations and enterprises, citizens. It is also necessary to determine the limits of the powers of municipalities and constituent entities of the Russian Federation," said Rukavishnikova, who had previously proposed to legislate the concept "self-isolation" and the procedure for introducing this regime.
She noted that self-isolation presupposes a significantly greater degree of consciousness and responsibility on the part of citizens, their goodwill, care and respect for themselves and others. "In other words, self-isolation is a complex of precautions," the senator explained.
The first deputy chairman of the Federation Council committee stressed that now it is relevant because of the coronavirus. "Of course, we would very much like the autumn wave of a new dangerous disease to be the last. But the risks of the emergence and mass spread of such infections are increasing. It is no coincidence that the Russian president just recently created a special commission on this problem. Therefore, the adoption of such changes in legislation is timely and expedient," sure Rukavishnikova.
She added that the concept of "self-isolation" has recently but firmly entered our lives. "Now, in the fall, the pandemic has returned, certain social relations of a different type are taking shape, which require amendments to the current legislation of the Russian Federation," Rukavishnikova concluded.
Earlier, the chairman of the Federation Council, Valentina Matvienko, said in an interview with TASS that she considered it necessary to legislatively clarify the concepts associated with restrictive measures, such as "self-isolation", "self-preservation regime" and "social distance", as well as determine the procedure for their application. According to her, the committees of the Federation Council are preparing appropriate amendments.
