The ministry points out that the current measures - the collection of an enforcement fee from the debtors, a temporary restriction on leaving the country, the imposition of an administrative penalty - are insufficient to induce the debtor to voluntarily transfer the child to the parent with whom the court has determined his residence. "Such situations lead to a delay in the execution of the requirements of executive documents, violation of the rights of children and parents to live together," the Ministry of Justice said. They are confident that the introduction of criminal liability will help increase the efficiency of the execution of such court decisions, as well as motivate debtors to voluntarily comply with the requirements.
