Chemical castration of pedophiles would be justified, but offering to return the death penalty would only shake the air, Pavel Astakhov, the former Ombudsman for the Rights of the Child in the Russian Federation, said on the air of the NSN. Members of A Just Russia are currently working on a bill that will toughen penalties for crimes against children. They propose to castrate for pedophilia and execute for murdering a child, said party leader Sergei Mironov. Former Presidential Commissioner for Children's Rights Pavel Astakhov on the air of the NSN expressed doubt that the proposed measures would be taken at the legislative level. He recalled that the introduction of the death penalty is contrary to international human rights standards. “The initiative is understandable. People do not understand what can be done to stop the wave of violence that, unfortunately, is growing in relation to children. Unfortunately, their proposals will not be accepted. Because the law on medical measures of influence on persons who have committed crimes against children on a sexual basis, it has already been adopted. It doesn't work because no one has prescribed the technology, nothing has been done. The death penalty can be returned only by lifting the moratorium, politicians are well aware of this. So there is nothing to shake the air and disturb people. Here then it is not necessary to pass laws, but to seek Russia's withdrawal from all European human rights associations, first of all, the Human Rights Council,”he said. The HRC opposed the death penalty for pedophiles The NSN interlocutor added that the number of sex crimes against children has decreased in those countries where the law on medical influence on criminals began to function. “If the law on measures of medical influence were forced to work, the situation would be different. At one time, the Ambassador of Czechoslovakia told me that their adoption of such a law reduced the number of crimes in a year by half. And in those countries where such laws have been adopted, in Sweden, Ukraine, there is a decrease in crime everywhere. Of course, it is necessary to raise the issue of lifelong administrative supervision, the registration of these persons, make them come every week to register and report how they behave, and not so that the state runs after them. At the same time, introduce bans on contacts with children, on entering childcare facilities. These are well-known methods, but the state, unfortunately, does not even provide supervision over those who have served two or three times, get out and commit a crime again. So far, our children are defenseless against this evil,”he said. Earlier, forensic psychiatrist Mikhail Vinogradov on the air of the NSN expressed the opinion that people convicted of pedophilia should not leave prison. According to him, a pedophile who once seduced a child is incurable. He suggested that lawmakers pay attention to the American system of punishing such criminals, where people can be given several life sentences at once for pedophilia.
