Tomorrow, October 18, the State Duma of the Russian Federation in the third reading will consider a bill that will allow tundra residents to adopt children left without parental care. The initiative to amend the Civil and Family Codes belongs to the Yamal deputies.

According to the current legislation, adoptive parents of children left without parental care cannot be persons without a permanent place of residence. At the same time, the historical way of life of the indigenous small-numbered peoples of the North, leading a nomadic or semi-nomadic way of life, does not imply a place of permanent or predominant residence. The dwelling, traditional for nomads, the chum, according to the current legislation, does not apply to living quarters. Therefore, at present, the representatives of the indigenous small-numbered peoples of the Russian Federation practically do not have the possibility of adopting children.

According to Elena Laptander, deputy of the Yamalo-Nenets Autonomous Okrug, regional coordinator of the project "Every Child Matters Russia", there are now 103 children in orphanages, half of them are from the indigenous minorities of the North.

“Many of them ended up in orphanages because the legislation did not allow relatives who lead a nomadic lifestyle to take care of their children. In fact, children were cut off from their original habitat. The Yamal Initiative will help change the lives of many children in the northern and Siberian regions where this problem exists,”said Elena Laptander at today's regional forum of foster families in Salekhard.

She also thanked the public figures for the fact that their initiative is now acquiring the framework of the law.

Today, October 17, a regional forum of foster families was held in Salekhard. In Yamal, it was organized on the eve of the All-Russian Forum of Foster Families, which will be held in Moscow from 19 to 21 October. Foster families, specialists from guardianship and guardianship authorities of cities and regions, representatives of executive authorities, deputies and members of the district public council of the project "Every Child Matters Russia" took part in it by videoconference. The main curator of the event was Deputy Governor of the Yamalo-Nenets Autonomous Okrug Tatyana Buchkova.
