Families with children living in the Arkhangelsk region will be able to receive additional social support - from increasing maternity capital to subsidies for improving housing conditions, the press service of the government of the Arkhangelsk region reports.
The bill "On Amendments to the Regional Law" On Social Support for Families Raising Children in the Arkhangelsk Region "was submitted to the September session of the Regional Assembly of Deputies by the Governor of the Arkhangelsk Region Igor Orlov, the United Russia and LDPR factions in the regional parliament.
According to the governor, this bill "consistently and logically continues the great work that is being done by the regional government in order to improve the quality of life of the region's population."
"It is very important that, along with representatives of the regional government, parties that are traditionally considered opponents took part in the development of the bill. This indicates a healthy political situation in the region, when representatives of different parties join forces to achieve common goals - for the benefit of the people," - quotes the press service of the words of the governor Igor Orlov.
According to the text of the bill, it is proposed to increase the regional maternity capital paid at the birth (adoption) of the third or subsequent children to 105 thousand rubles or three times the lump-sum payment at the birth of the first child. The size of the regional maternity capital has not been indexed in the region since 2012, and is currently 50 thousand rubles, the press service noted.
In addition, for the first time, it is proposed to provide subsidies of 2 million rubles for improving living conditions at the birth of triplets in a family. Taking into account the opportunities that are provided to large families under federal programs - funds from Russian maternity capital, payments of 450 thousand rubles to repay a mortgage loan, preferential mortgages at 6% per annum, the total amount of social support for improving the living conditions of such families may increase to 2.903 million rubles.
It is also proposed to provide a monthly cash payment at the birth of a third child to families with three or more children, including those up to the age of 21. Earlier, when the child turned 18, the family lost the status of having many children and most of the social support measures.
According to the press service of the regional government, it is also planned to increase from 30 to 35 thousand rubles a one-time cash payment to women who have given birth to their first child, while expanding the age range. If earlier this payment could be received by young mothers aged 22 to 24, inclusive, then, according to the bill, women aged 20 to 25 will be able to receive the ENP for the birth of their first child.
Among other measures provided for by the document is the payment of a monthly allowance to non-working parents raising disabled children with severe developmental disabilities.
