The people's deputies of the Vladimir region adopted a regional law on payments for the third and subsequent children under 3 years of age - the corresponding adjustments were first approved by the relevant committee of the Legislative Assembly. In the current edition, the average per capita income is used as the criterion of need.
At the same time, according to the Government's decree, it is recommended to use another indicator in the calculations - two times the subsistence minimum for one family member.
- Average per capita income and cost of living may change. In order to protect the interests of large families as much as possible, we decided to fix both calculation criteria in the regional law - federal legislation gives us such a right. In fact, the mechanism that is most beneficial at the current moment will be used to set the payment, - explained Sergey Biryukov, chairman of the social committee of the Legislative Assembly.
Now, if a large family per member is provided with less than at least one of these indicators, it is entitled to an allowance.
Earlier, the deputies of the regional parliament made changes to the regional laws "On state provision and social support for orphans and children left without parental care."
The amendments provide for an increase in the size of payments for the maintenance of guardians or trustees in families, as well as foster and foster families of orphans and children left without parental care. In addition, until September 1, the monthly cash payments to school graduates in case of termination of guardianship or guardianship by age were extended. Also, children were given the right to receive a second education without charging fees for vocational training programs.
And also, according to the innovations, foster families are entitled to a one-time compensation for the repair of living quarters, which are in the common shared ownership of orphans and children left without parental care, with other citizens.
The laws are signed by the head of the region. New measures of social support will begin to operate this year.
