Human Rights Ombudsman in the Russian Federation Tatyana Moskalkova intends to appeal to Moscow Mayor Sergei Sobyanin with a request to revise the current regulation on payments for foster children in the capital, she said on Monday during the ceremonial farewell of the Train of Hope to the Chelyabinsk Region.

After the adoption of the Moscow government decree of December 23, 2015 "On Amendments to the Legal Acts of the City of Moscow and the Recognition of the Invalidation of Legal Acts of the City of Moscow", the procedure for the payment of funds for the maintenance of children in foster families in foster care has changed. So, according to clause 6.2 of the resolution, payments for foster care of a child are made only to families with a place of residence in the city of Moscow.

"I am ready to appeal to the mayor of Moscow with a request to reconsider this decision to refuse to pay benefits to adopted children from other regions," said Moskalkova.

"Train of Hope" is a program of the Russian social project "Children's Question", which has been helping Russian citizens wishing to adopt children for several years. It consists in sending a special train (flight) from Moscow to different regions of Russia with those wishing to adopt a child. This year, such a flight went on the Moscow-Chelyabinsk route.

The event was also attended by Tamara Pletneva, Chairman of the State Duma Committee on Family, Women and Children, State Duma deputy, member of the State Duma Committee on Public Associations and Religious Organizations Olga Batalina, member of the State Duma Committee on International Affairs Sergey Shargunov and others.
