The study was prepared by the Institute for Internet Research, the Public Opinion Foundation and Mediascope under the auspices of the Ministry of Telecom and Mass Communications of the Russian Federation. The meeting was also attended by representatives of the Presidential Administration of the Russian Federation, the Ministry of Internal Affairs, Roskomnadzor, the Ministry of Education, as well as the expert community.

Children's Runet is a segment of the Runet that unites children's content and its consumers not only from Russia, but also from the countries of the near and far abroad, where the Russian-speaking population lives.

According to the report, in 2019 the audience of websites specializing in children's content grew by 6.1% to 26 million people. The number of consumers of children's content on platforms, including social networks and video hosting, increased by 9.7% to 45 million people. At the same time, the total audience of children's content on the Russian Internet (children and parents in Russia and in the countries of near and far abroad) at the end of 2019 amounted to 59.3 million people, having increased by 12% over the year.

Alexey Volin noted several positive trends in the development of the children's Internet segment in Russia.

The first trend is an increase in demand for domestic products. So, according to him, the first five of the top 10 by the number of views are represented by Russian cartoons.

The second trend is the size of the children's Runet audience living outside of Russia. At least one third of the audience is made up of people living outside the Russian Federation. This testifies to the competitiveness of domestic children's products in foreign markets, said Alexey Volin.

The third trend is the continued steady growth of the audience of children's resources on the Runet.

“In 2019, the Runet noticeably“ate”the viewers from YouTube,” stated Alexey Volin.

The fourth trend is a noticeable increase in the proportion of parents who pay attention to the actions of their children on the Internet. According to the Deputy Head of the Ministry of Telecom and Mass Communications of Russia, this is evidence of the growth of media literacy of the population.

Thus, according to a survey that was conducted within the framework of the study, 79.1% of parents of young Internet users follow what their children are doing on the Internet, 20% of parents do not follow the actions of their children on the Internet. 1% found it difficult to answer this question.

Most often, children on the Internet play games, watch streams - online broadcasts of how others play (59% of children), watch videos: films, cartoons, video blogs, etc. (53% of children) and learn: watch video lessons, lectures, etc. (42% of children).
