The bill was introduced by senators headed by the speaker of the Federation Council Valentina Matvienko.

It is proposed to establish a sanitary standard of at least four square meters for each child under the age of three, if he is in a cell with his mother. In addition, pregnant women and mothers with children will be kept separate from the rest.
The adoption of the bill is intended to help improve the conditions of these categories in places of detention, the authors said.
The chairman of the committee, Vasily Piskarev, explained that at present, the sanitary norms for the size of the area in the cell per person apply to suspects and accused. However, children are not such. As a result, a gap in legislation worsens conditions for mothers with children.
The proposed measure is humane, primarily in relation to children, the parliamentarian stressed.
“Improving the conditions of detention for suspected and accused pregnant women and mothers with children and keeping them separate from the main contingent should also contribute to their correction,” he said.
