The bill will help to sort out the situation with unscrupulous guardians. Despite the fact that such people are prohibited by law from becoming a guardian or adopting a child, such cases still occur. The ministry sees the reason for this "in the absence of a procedure for the mutual exchange of information about such persons between the competent authorities."

"In 2016, 33,979 parents were deprived of their parental rights, 8165 parents were limited in parental rights, 852 decisions were made to dismiss the guardian for improper performance of the duties assigned to them by law and to cancel adoption through the fault of the adoptive parent," the explanatory note reads.
Helping orphans is also hindered by the lack of a register, where it would be noted what social assistance has already been provided to children who find themselves without care. In some constituent entities of the Russian Federation, it is possible to find out data about a child only within the region; no effective work between the constituent entities can be established in such conditions. It is proposed to supplement the data on orphans with information about their property, education, work and the measures of support that have already been provided to them.
"The changes proposed by the bill will ensure the exclusion of the transfer of children to foster care in families of unscrupulous parents, adoptive parents, guardians, trustees, which is in the interests of children," the document says.
