Today, on March 11, at the site of the Saratov Regional Duma, the discussion of the bill of the United Russia deputy Oleg Alekseev on the ban on leaving stowaway children from transport, if it threatens their lives, continued.

The wording of the law was criticized by the assistant to the regional prosecutor Aleksey Shkromada. He drew attention to the wording of the law on the inadmissibility of the forced disembarkation of a child at night and in the cold season, as this endangers his life and health. An exhaustive list of dangers, according to the representative of the supervisory authority, is unacceptable, it would be more correct to prohibit unloading children from transport to their point of departure in principle - this aspect is not regulated by federal legislation, while the prohibition to expose people to danger is already provided for by the criminal code.

“If a ban is introduced, then it is a ban on disembarkation outside the place of its travel. If a child has reached the age of 16, then he is subject to administrative responsibility for a ticketless trip, if he has not reached, his parents will be identified, and a fine will be charged from them,”explained Shkromada.

The deputy from the Communist Party of the Russian Federation, Alexander Anidalov, said that his child would probably stop paying for travel if he found out about the new law, since nothing could be done with him in the event of a violation. According to the communist, the carrier will not be able to establish the parents of the child in order to collect a fine from them - the mechanism for this is not spelled out in the law.

“Of course, the kids will start traveling for free, we have such a mentality,” agreed the deputy head of the Duma's legal department, Nina Pogorelova, and suggested that some adult relatives would persuade the child not to pay for travel in order to save money.
