"They first say, give birth to a second child, and then they take away the compensation," another indignant mother writes in the chat of our kindergarten group.

Saratov officials noticed a surge in the birth rate: as Irina Sedova explained the other day, the number of children in our region is growing, therefore, the number of recipients of compensation is increasing: “If in 2015 it [compensation] was valid for 92.4 thousand children, in 2016 - 92, 7 thousand children, then this year - for 94.5 thousand children."

Several factors led to the fact that families began to actively multiply and multiply: both the relative stability of income in the "fat" years, and the natural demographic wave. State support for families with two or more children played an important role in this - maternity capital, substantial one-time payments and payments for the care of the second child, twice the payments for the first.

As a result, there is not enough budget for everyone (let’s omit the fact that it is not the parents and their children who are to blame for this, but the short-sighted state policy that drove the country into an economic hole). This means that we will help first of all those who fall under the "criteria of need", decided the governor of the Saratov region Valery Radaev and came up with a legislative initiative.

There are eight eligibility criteria for the bill:

1.children from poor families; 2. children from large families; 3. orphans and children left without parental care, who are under guardianship (guardianship); 4. disabled children; 5. children from families in a socially dangerous situation; 6. children with disabilities who are in special (correctional) educational organizations (groups); 7. children of refugees and internally displaced persons living in temporary accommodation centers for refugees and internally displaced persons (with the exception of children of refugees and internally displaced persons who arrived from the territory of Ukraine, as well as citizens who were forced to leave the territory of Ukraine); 8. children of refugees and internally displaced persons who arrived from the territory

Benefits for whom?

There are actually many beneficiaries now. For example, in the decree of the Saratov administration of December 14, 2017, 3926 it is written in black and white that parents are exempted from parental fees for kindergarten:

whose children are members of families in a socially dangerous situation;

who are employees of municipal educational institutions from the category of service, educational and auxiliary personnel, medical workers, workers for the preparation of baby food;

who are employees of municipal educational institutions in the event that their children attend family preschool groups.

Half of the cost of kindergarten is paid by the categories of parents:

whose children are members of low-income families;

having three or more minor children;

who are teaching staff of municipal educational institutions.

In addition, there are also federal beneficiaries - for example, military personnel. There is a separate order of the Ministry of Defense of the Russian Federation for them 862.

Universal compensation - what is it?

These are payments that are provided in general to all parents whose children attend municipal or state kindergartens. Whether you finish your last crust of bread for dinner or drive a golden Mercedes, you get compensation in the amount of:

20 percent for the first child;

50 percent for the second child;

70 percent for the third and subsequent children.

The possibility of providing compensation is spelled out in the federal law "On Education in the Russian Federation".

It happens like this: a parent who has filed an application for compensation (in September, all educators issue forms of such applications to parents without fail) pays the amount billed by the accounting department in full. After some time, 20, 50 or 70 percent of the paid is returned to his bank account.

Who needs them?

As practice shows, families with one child practically do not feel this kind of financial support.

“I don’t even notice these compensations,” says Elena Bulgakova, her daughter is moving to the middle group of the kindergarten this year. - A refund comes to my card every two to three months. And on what such periodicity depends, I do not know. Masha gets sick quite often, so we miss a lot. So I don't pay very much for the garden. And the compensation, respectively, is small - 200-400 rubles. I can buy my daughter a kinder surprise and other little things. But in today's conditions, 400 rubles are not superfluous.

Families with two children will be hit hardest by the cancellation of compensation.

“We haven’t really gone to kindergarten yet, so I haven’t formalized any compensation yet,” explains Irina, a mother of two children. - Since September, both of my children start going to kindergarten. And any ruble is not superfluous. In our kindergarten, the total cost of one place per month is about 3,500 rubles. So it’s seven thousand for two. I do not work yet - on maternity leave, my husband's salary is 26 thousand rubles, in winter about 7 thousand rubles for a communal apartment, plus 10-14 thousand for food, this is not counting medicines during colds. And now for the garden seven? Any compensation is important to us. And I was just about to arrange it. And the news that they would be canceled shocked me. Found someone to save on!

According to preschool educators, who are also outraged by this news, now there are few families in which there is only one child. As a rule, there are only five or six such families for a group of 30 people. The rest are with two children and have many children.

Kindergarten fees in Saratov alone range from an average of 3200 rubles per month to 3800 rubles. If the compensation is preserved, the parents of two children attending kindergarten at the same time will receive an average of 2.5 thousand rubles back. Without compensation, they will part with the amount of six to eight thousand rubles a month.

The discussion of the bill, recall, is taking place against the backdrop of rising prices for food, rising prices for utilities, a sharp rise in the cost of travel on city public transport and the upcoming increase in the retirement age.

Personal experience

Now my daughter is a federal beneficiary. Parents of disabled children are not charged for kindergarten. A year ago, when we were still “like everyone else,” I tweaked the balance: how much money a month at least goes to educate a child. It turned out 5 thousand rudders for each. In the case of the youngest, this is the payment for kindergarten (2900-3300 rubles per month), trustees - 300 rubles per month, additional paid circles and sections - from 300 to 1000 rubles per month, plus theaters (one hundred rubles per performance), plus the purchase of stationery, detergents, toilet paper and tutorials, photo shoots, etc.

I did not receive compensation for paying for the kindergarten every month, but the amount on the card fell "solid" - from one and a half to two and a half thousand rubles. They could pay for the garden, they could spend on buying clothes. In general, compensation was a solid help. And her absence would damage the family budget.
