The head of the Almetyevsk region of the Republic of Tatarstan Timur Nagumanov proposed to introduce a system of certificates guaranteeing places in private kindergartens for parents whose children have not received a place in state preschool educational institutions and remain on the lists of the electronic queue. According to the project, the certificate will mean reimbursement of private kindergartens for part of the cost of maintaining a child from the municipal and regional budgets, and parents will be able to pay an amount approximately equal to the payment for a child attending a public kindergarten.

Similar projects are already being implemented in three constituent entities of the Russian Federation: Buryatia, Khanty-Mansi Autonomous Okrug, Moscow Region and the republic’s closest neighbor, Bashkiria, Timur Nagumanov stressed, speaking today at a meeting of the RT State Council Committee on Education, Science, Culture and National Affairs.
The Government of the Republic of Bashkortostan developed a decree of September 30, 2019 593 On the procedure for providing certificates certifying the right to receive places in a private preschool educational organization. It determines the procedure for certified services for parents whose children could not get into a municipal kindergarten due to lack of The cost of the certificate is 6 thousand rubles per child per month, which enter a private kindergarten from the republican budget - 95%, and the local budget - 5%.
- That is, it turns out that no matter where the parent sends his child, whether to a private public kindergarten, he will pay about the same amount and receive the same service. The Ministry of Education notes that the project is economically viable, with which we also agree, because the cost of issuing 200 certificates is approximately 18 million 700 thousand rubles per year. Whereas the construction of a new kindergarten for 200 children, if we take a purely construction site, it is at least 200 million rubles. And, taking into account that this kindergarten must also be maintained, naturally, you understand that its payback period goes practically to infinity, - argued the head of the Almetevsky district of the Republic of Tatarstan.
The Public Chamber earlier proposed to exempt parents who lost their jobs due to the crisis during the coronavirus pandemic from paying for budget-funded kindergartens.
