Tatyana Moskalkova, Ombudsman for Human Rights in the Russian Federation, did not support the idea of allowing guardianship officials to conduct unscheduled checks on foster families. The Ombudsman told the journalists about this.
“I am ready to speak out in defense of foster families, because only thanks to this institution we have today reduced the number of children who are in orphanages. Today, cases that have a great public response have given rise, in my opinion, to a bias and a wrong campaign against obsessive, unjustified intrusion into the lives of foster families. We need to take a very differentiated approach, these sweeping checks of foster families will give nothing. There are many other mechanisms that, without intruding into the family, can see what kind of family it is,”T. Moskalkova said.
She noted that it is necessary to further improve the regulations governing the procedure for removing children from families. “We need normative acts defining both the procedure for removing children from families, and the procedure for meeting a child and a psychologist,” added T. Moskalkova.
Earlier, the children's ombudsman of the Moscow region, Ksenia Mishonova, in connection with the detention in the Moscow region of a married couple suspected of attempting to kill an adopted child, suggested introducing unscheduled checks by the guardianship authorities of foster families.
